Rev. Fr. Martin Gyan Obeng, J.C.D., MSP
Director & Founder
Fr. Martin comes from a humble background and was born in a small community in the Pru District of Ghana. Motivated by a desire to serve others and by the example of his selfless pastor, an Irish missionary, Rev. Martin Buckley, who spent 23 years in Fr. Martin's hometown, Atebubu, Fr. Martin responded to the call to become a priest. He was ordained to the Catholic priesthood on June 7, 2014. After serving as secretary to his bishop in Ghana for a year, he was asked to study in Italy, where he earned his master's and doctoral degrees in Canon Law from the St. Pius X Faculty of Canon Law in Venice and the Pontifical Lateran University in Rome, respectively.
Currently, Fr. Martin serves as the Parochial Vicar of the Dubuque West Pastorate, which comprises the Parishes of Resurrection, Nativity, St. Joseph the Worker, and St. Anthony. He also serves as a judge on the Metropolitan Tribunal of the Archdiocese of Dubuque. Motivated by his humble background and pastoral experience, Fr. Martin has a deep sense of love and care for the poor, the marginalized, and the less privileged in society. His desire to serve others led him to pursue another master's degree in psychology (MSP). Generous contributions from parishioners of St. Joseph Key West, Holy Family, New Melleray, and other non-parishioners have enabled important projects in Ghana that are transforming and saving lives.
Ms. Flora Arthur
Assistant Director — BOLO, Ghana
Ms. Flora Arthur holds a Master of Business Administration from Kwame Nkrumah University of Science and Technology and a bachelor's degree in management studies from the University of Cape Coast. With more than 13 years of professional experience in the banking industry, she has held key roles at institutions including Opportunity International Savings and Loans, Fidelity Bank, and OmniBSIC Bank.
In addition to her banking career, Ms. Arthur has a background in education, having taught at the tertiary level and served as a Teaching Assistant at the University of Cape Coast. She is a passionate advocate for marginalized groups and individuals, particularly children with disabilities, the less privileged, and the elderly. As Assistant Director, she serves as Executive Director and Program Coordinator, overseeing daily operations, partnerships, and program implementation, and also serves as the organization's Financial Advisor. As a devoted mother of two daughters, Ms. Arthur combines professional excellence with a compassionate heart.
Ms. Alice Gyambea
Secretary — BOLO, Ghana
Alice Gyambea is a passionate and dedicated leader serving as Secretary of Beacon of Light, Ghana. Her passion for supporting and training children led her to pursue a career in teaching. She earned her Bachelor of Arts in Education from the University of Cape Coast, Ghana, and has taught in the classroom for the past 10 years.
Alice's experience in and out of the classroom has positioned her to connect with students and families who have real needs. Over the past few years, Alice has served as the contact person in Ghana for Fr. Martin, helping him reach out to widows, orphans, and the less privileged. As Secretary, Alice helps keep Beacon of Light Outreach organized and on track — maintaining clear communication, tracking goals, and managing records. She is especially committed to engaging young people and encouraging others to get involved.
Rev. Fr. Paul Attah-Nsiah, J.C.D.
Secretary — BOLO, USA
Ordained in July 1994 for the Catholic Diocese of Kumasi, Ghana, Fr. Paul brings more than 30 years of pastoral, judicial, and educational leadership to Beacon of Light Outreach. He earned his master's and doctoral degrees in Canon Law from St. Paul University and the University of Ottawa in Canada, and from Pontifical Lateran University in Rome, respectively.
Fr. Paul has faithfully served in various ecclesial offices including Parochial Vicar, Pastor, Vicar General, Ecclesiastical Judge, and Judicial Vicar. He co-founded St. Mary's Girls Senior High School in Konongo, founded and built Our Lady of Grace Senior High School in Mamponteng, and facilitated the construction of classroom blocks in Ghana. His many years of experience managing nonprofit organizations and faithfully executing projects to support the poor and the needy are invaluable assets to Beacon of Light Outreach.
Rev. Fr. Robert Mensah, Ph.D.
Treasurer — BOLO, USA
Fr. Robert Mensah was ordained to the Catholic priesthood on December 6, 2014, and incardinated into the Catholic Diocese of Sunyani, Ghana. He served as Parochial Vicar at Our Lady of Fatima Parish, Wenchi, from 2014 to 2016, and as administrator of Saint Peter's Parish, Seikwa, from 2017 to 2018, serving these parishes with dedication, love, and pastoral zeal, especially for the poor and the needy.
In 2018, Fr. Robert was granted permission to engage in pastoral work in the USA while pursuing further studies in sociology. He has worked in the Archdiocese of New York since 2018, currently as Parochial Vicar at Saints Clare–Francis Xavier Parish in Morris Park, Bronx. He has also earned both a master's and a doctoral degree in sociology. Fr. Robert's expertise and his many years of pastoral experience supporting others, especially the poor, are inestimable assets to Beacon of Light Outreach. He contributes significantly to strategic planning and resource management.
